Key topics include the EU’s policies on territorial differentiation, the humanitarian implications of its actions, and the legal frameworks governing its responsibilities.

Dr. Dimitris Bouris (Associate Professor, UvA) will investigate the EU’s policies on territorial differentiation in Palestine, while Dr. Polly Pallister-Wilkins (Associate Professor, UvA) will provide a critical appraisal of humanitarianism in the region. From a legal perspective, Dr. Nimer Sultany (Associate Professor, SOAS) will discuss the legal classification of recent violence in Palestine, focusing on the International Court of Justice's ruling and the implications for the EU and its Member States. Daan de Grefte (European Legal Support Center) will address the power and limits of strategic litigation in enforcing third-party obligations.

The event will feature brief presentations followed by a discussion and Q&A session, fostering a deeper conversation on the EU's responsibilities and engagement with Palestine.

Speakers

Dr Dimitris Bouris (he/him) is an Associate Professor at UvA and a Jean Monnet Chair. He is the author of “The European Union and Occupied Palestinian Territories: state-building without a state” and the co-editor of the Routledge Handbook of EU-Middle East Relations. He has published extensively on issues pertaining to EU-Middle East Relations as well as the EU’s role in Palestine and Israel.

Dr. Nimer Sultany (he/him) is Reader in Public Law at SOAS University of London. He is the Editor-in-Chief of The Palestine Yearbook of International Law, and the author of the book, “Law and Revolution: Legitimacy and Constitutionalism After the Arab Spring” (OUP 2017). Among his recent publications the article “A Threshold Crossed: On Genocidal Intent and the Duty to Prevent Genocide in Palestine”.   

Dr. Polly Pallister-Wilkins (she/her) is an Associate Professor in The Department of Political Science at the UvA, and a Research Associate in Political Studies at Wits University in South Africa.  She researches and teaches on the politics of humanitarianism following an earlier career working in the Occupied Palestinian Territories, including Gaza.

Daan de Grefte (he/him) is a Senior Legal Officer at the European Legal Support Center, an organisation dedicated to supporting the Palestine liberation movement in Europe through legal means. Daan leads the Crimes & Complicity Team of the ELSC, which focusses on strategic litigation and advocacy to challenge Israel's crimes in Palestine.
