Despite having been an alleged priority for the EU and the Member States over the last ten years, the number of people in situations of poverty and social exclusion remains unacceptably high. The Covid-19 crisis puts an additional burden on people’s income, particularly among those in a vulnerable or precarious situation and thus, exacerbates the need to take stronger action.

With this in mind and in view of the ongoing discussions among EU institutions, in October 2020 Ane Aranguiz, Herwig Verschueren and Anne van Lancker co-authored an expert study commissioned by the European Anti-Poverty Network (EAPN) where they made the case for an EU framework directive on minimum income. During the seminar Dr Aranguiz and Ms van Lancker will share the main findings of the study and provide a legal analysis as well as legal and policy arguments on the feasibility of introducing a binding EU framework for adequate national minimum income schemes. The authors would like to clarify the appropriate legal basis, form, scope and content of such an EU-level instrument.
Ane Aranguiz is a law graduate from the University of the Basque Country (EHU/UPV). After obtaining her bachelor degree in 2014 she was granted an excellency scholarship by the Council of Bizkaia to continue her studies at Tilburg University, where she pursued a master in European and International Law- Human Rights track. She graduated cum laude in 2015 and worked as a researcher at Tilburg University until April 2016. After four years as a PhD student at the Faculty of Law of the University of Antwerp, in 2020 she obtained her PhD with a thesis entitled “The role of EU law in contributing to the Union's objectives of combating poverty and social exclusion" under the supervision of prof. dr. Herwig Verschueren and prof. dr. Bea Cantillon.
Dr Aranguiz is currently a Researcher at the Tilburg Law School, Department of Private, Business and Labour Law.

Anne van Lancker is a Belgian politician and a former Member of the European Parliament (until 2009) for Belgium with the Socialistische Partij Anders (sp.a), part of the Socialist Group and sat on the European Parliament's Committee on Employment and Social Affairs and its Committee on Women's Rights and Gender Equality.
