ACELG Roundtable Discussion on ACTA Agreement

'ACTA' is the multilateral Anti-Counterfeiting Trade Agreement (ACTA) which has generated significant controversy particularly within the EU institutions and also in the US. It is designed to tackle large scale Intellectual Property rights violations and will be the subject of a Court of Justice ruling on its compatibility with the EU treaties, specifically the Charter of Fundamental Rights. The question of internet surveillance and criminal enforcement penalties are major issues arising from ACTA. Moreover, ACTA has generated internal discord within the EU institutions, specifically the Parliament, substantively as to its content but also as to the manner in which the Commission had failed to disclose information in the negotiation process to the Parliament. A negotiations transparency document was disseminated by the Commission as a result. This round table considers these various questions of law and policy.
