The administrative framework of financial regulation and supervision has undergone an unprecedented evolution in a relatively short time in order to keep abreast of developments in the financial markets. The financial boom in the late 90s/early 2000 had already prompted an adjustment of traditional EU law-making that resulted in the creation of the so-called Lamfalussy framework – a four-level setting that aimed at speeding up regulatory output concerning financial markets and actors. This, however, proved insufficient in the light of the financial crisis that started in 2007 and drove recently further substantial changes inspired by the 2009 de Larosière report. Three new European Supervisory Authorities with material powers have now been established to play a central role in financial rule-making. They were entrusted with significant supervisory and enforcement powers. Furthermore, an additional new body was tasked with macro-prudential functions, intended to influence decision-making. Larisa Dragomir will analyze how the new structures interact with the traditional actors in EU rule-making and implementation (EU institutions, Member States). She will look at their legal status and the remit of their powers, the panoply of legal instruments at hand, as well as the specificity of their procedures.

Larisa Dragomir works in the DG MARKT of the European Commission on financial regulation and is author of European Prudential Banking Regulation and Supervision (Routlegde, 2010). She is an expert in EU banking law and supervisory issues and has previously worked with the European Savings Banks Group (Brussels) and the European Central Bank (Frankfurt). Larisa Dragomir received her Ph.D. at the European University Institute in Florence and her Master of Arts from the College of Europe-Natolin.
