Paper discussed: 'The Mutation of the EU as a Regulatory Regime' by Giandomenico Majone

(Unpublished, to be presented to the midterm conference of the RECON project, Prague, October 2009

Socioeconomic heterogeneity has caused radical changes in the nature of regulatory governance in the EU. Majone argues that harmonization is not desirable in this context. Moreover, the expansion of positive integration that is not matched by an increase in legitimacy will, in his opinion, aggravate the democratic deficit. He proposes a negative integration regime as a means to reduce the democratic deficit at the EU level and improve the quality of democracy at the national level.
